DXソリューション事業本部 GIT事業部推進本部 リクルート課 課長宮本 麻美子様G Talent/GitTapでは、グローバル人材の採用を通じて、多くの企業様を支援させていただいております。エンジニアの採用がますます困難になる中、注目されているのが「グローバル採用」です。しかし初めての取り組みで、なかなか導入まで踏み切れない企業様も多いのではないでしょうか。本特集では「グローバル採用の実情」や「活用のための取り組み」を、グローバル採用の先進企業にインタビュー。グローバル採用をご検討中の企業様に、ご参考いただければ幸いです。第13回目となる今回はヒューマンリソシア株式会社の宮本様にお話を伺います。(これまでの記事はこちら)海外50ヵ国から1000人以上の海外ITエンジニアを採用し500社を超える国内企業に派遣―貴社の事業内容について教えてください。ヒューマンリソシアは、教育を中心に多角的にビジネス展開しているヒューマングループの一員として、総合人材サービスを展開している企業です。主要事業の一つである人材派遣では教育事業と連携し、「育成」を強みに、一般職からスペシャリストまで、さまざまな分野で活躍できる人材を育て世に送り出しています。もう一つの主要事業は人材紹介で、技術職や専門職、管理部門職などに強みを持っています。これらの事業に加えて、2016年からは、海外の優秀なITエンジニアを日本国内の企業に派遣する、海外ITエンジニア派遣サービス「GIT (Global IT Talent)」を開始し、拡大しています。GITサービスのミッションは、日本文化や歴史、日本製品の高い品質を支える技術や品質管理に憧れを抱き、「日本で働きたい」と考える海外ITエンジニアと、彼らの力を必要とする日本企業の架け橋になることです。企業によって求めるIT領域やスキルレベルは多岐に渡ります。そのため当社では丁寧なヒアリングを通じて、各企業のニーズをしっかりと把握した上で、要望や条件にマッチする人材を獲得するべく世界各国へ出向き、現地での採用活動を行ってきました。国や地域を限定せず、優秀な人材の発掘に注力してきた結果、世界50ヵ国以上(2024年3月取材時点)から1000人以上の海外ITエンジニアを採用し、派遣実績は国内企業500社を超えています。インドやミャンマー、タイ、バングラデシュ、スリランカなどのアジアのみではなく、ヨーロッパ、北米・中南米、アフリカ、オセアニアなど、多様な国・地域のエンジニアが活躍しています。―外国籍社員を採用するきっかけは何だったのでしょうか?きっかけは、国内のIT人材不足に対して強い危機感を抱いたことでした。当社では2000年から日本人ITエンジニアを採用し、日本企業に派遣するエンジニア派遣サービスを展開していました。しかし、優秀なITエンジニアを求める日本企業が増加する一方、国内でのIT人材の採用は年を追うごとに厳しくなっていました。このままIT人材不足が続けば、いずれ日本経済の成長にも重大な影響を及ぼすことになります。国内におけるIT人材不足の課題を解決するために、当社として何ができるかを考えました。そこで着眼したのが、海外の優秀なITエンジニアの活用です。従来、海外人材の活用については、日本語力が障壁となっていました。しかし、当社グループが持つアセットを活用すれば、言語面の課題をクリアできると考えたのです。その当社グループのアセットとは、国内トップクラスの規模を誇るヒューマンアカデミー日本語学校です。東京と大阪の2校があり、年間約2000人の卒業生を輩出してきました。現在も、計4000人の留学生が日本語の習得に励んでいます。日本語教育のエキスパートである日本語学校と当社の人材ビジネスの知見を組み合わせることで、高いスキルや知識を備えた海外ITエンジニアに、ビジネスの職場で実用的な日本語力を育成することができるのです。日本語力の育成は、採用決定後から開始します。来日前に約半年間、ビジネスコミュニケーション力を磨く独自カリキュラムを用い、日本語力を育成しています。これにより、来日・入社する時には、業務で問題ないレベルまで日本語力を引き上げています。―外国籍社員の採用基準について教えてください。求めるITスキルや能力を備えていることは必要不可欠です。しかし、実はそれ以上に私たちが重視していることは、「日本が好きで、日本で長く働きたいというモチベーション」があるかどうかです。海外ITエンジニアの大半は英語を話せますから、アメリカやヨーロッパで働くこともできるでしょう。しかし、日本に来るとなると、日本語が必要です。この日本語という高いハードルは、コアな「日本ファン」でなければ超えられないものだと思います。現に、「日本が好き」という強い気持ちと、「日本で長く働きたい」という高いモチベーションが、日本語力の習得スピードに比例していることが、当社の採用経験で分かっています。また、「日本が好きで、日本で長く働きたいというモチベーション」を重視する背景には、日本の魅力低下への懸念があります。当社では、「世界のITエンジニアレポート」として、ITエンジニアに関する調査を発表しています。最新の調査結果では、日本のITエンジニアの給与は、USドルベースで前年比5.9%減少し、72カ国中26位でした。1位のスイス、2位のアメリカ、3位のイスラエルと比べると、日本のITエンジニアの平均給与は半分にも満たないのが現状です。このような状況下で、日本に対する思い入れや熱い気持ちがなければ、より条件の良い他国を選ぶことは明らかです。高いスキルを持つ優秀な人材であれば、なおさらです。だからこそ、当社ではコアな「日本ファン」であることを採用基準の一つに設け、日本で長く活躍できる人材の採用に力を入れています。メリットは、労働力不足の解消だけではなく社内のグローバル化&ダイバーシティ化を促進できること―外国籍社員を採用するメリットはどんな点にありますか?これまでGITで採用した海外ITエンジニアを、さまざまな日本企業に派遣してまいりました。その中で、「先端技術を有する優秀な人材を世界中から集めることができた」「グローバル人材の活用を実現できた」というお声を多くいただいています。それに加えて最近は、「モチベーションの高い海外エンジニアの存在が、組織全体の活性化につながっている」というお声をいただくことが増えました。各企業の方からお話を伺う中で、多様な価値観を認め合う文化が社内で醸成されていると共に、企業文化の発展にも好影響を与えていることを実感しています。海外ITエンジニアを採用することは、労働力不足の解消だけでなく、社内のグローバル化、ダイバーシティ化の促進にも大きなメリットがあると思います。―その逆に、苦労したことや大変だったことはありますか?
